Why are you against volunteer eugenics?

I believe every human being in the US should be offered free genetic counseling and get paid to get sterilized. The effect will reduce the amount of people who are not in a personal position to have children, such as drug addicts who need money, and people who have genetic hereditary disorders. Why do you not support volunteer eugenics?
