Isn't it amazing what is going on?

The Government has to OK a bank to repay the bailout money?...since when does the government have the right to decide if a bank is allowed to repay the loans from government? Dictatorship? If the government refuses the loan money back , then the government has the right to control the banks.... what is really going on with all this bail out stuff?
